Judge Smith was appointed to the Tax Tribunal in 2001.  Previously, he served as the City Attorney for the City of Ionia; as the Deputy State Treasurer for the Michigan Department of Treasury, Bureau of Finance; as a trustee for the Michigan Municipal Bond Authority; and as an attorney in private practice.  Judge Smith has also been an adjunct professor at Cooley Law School.  He received his law degree from the Detroit College of Law.
