Do I need to be listed as an immigration clerical assistant if I represent or act on behalf of an organization who only translates immigration documents from a language other than English into English?

No.   An individual representing or acting on behalf of an organization that translates documents into English in an immigration matter is exempt from the act.  Section 5 (e)(i)

  Do I need to be listed as an immigration clerical assistant if I translate immigration documents free of charge for friends and family?

 No.  An individual who has a personal, family, or business relationship with an individual subject to an immigration matter and is engaged in the immigration matter for that individual without compensation is exempt from the act.  Section 5(c)

Do I need to be listed as an immigration clerical assistant if I only do a small amount of business (less than 5 people per week) for a fee to help persons regarding their immigration status or citizenship status by drafting or completing an application or other document in an immigration matter.

Yes.  If you provide any services to a consumer regarding an immigration matter for a fee and are not part of an organization that is exempt from the act, you must be listed as an immigration clerical assistant with the Department of Labor & Economic Growth. Section 3(e)(f)(g)(h)
