Why does my return receipt (for Registered, Certified, Insured or Express Mail) have Rodrick Jeremy Hall's signature instead of the signature of the addressee?
 
Answer:
The U.S. Postal Service allows large businesses or units of government to designate one person as the "Authorized Agent" to receive accountable mail for the entire organization. Since it is impossible to have each individual go to the Post Office to sign the Return Receipt, or to have the U.S. Postal Service deliver each piece to the addressee, the State of Michigan has taken advantage of this exception and has named Rodrick Jeremy Hall as their Authorized Agent.
