Federal Surplus - Is there a charge for items received through the Federal Surplus Property Program?
 
Answer:

Yes.  Michigan's Federal Surplus Property Program is a non-appropriated agency. A service charge is placed on all property to cover the cost of shipping and handling as well as the administration of the program.
