Federal Surplus - What is the charge for items received through the Federal Surplus Program?
 
Answer:

Since Michigan's Federal Surplus Property program is a non-appropriated State agency, a service charge is placed on all property to cover the cost of administrating the program.  The service charges are based on the total expenses to acquire and transfer the property to eligible organizations; they also include costs related to the oversight of compliance and utilization requirements associated with usage of the property. Service charges cannot exceed 50% of the original government acquisition cost of the item.
