When are capital outlay appropriations subject to lapse?
 
Answer:
Special maintenance lump sums carry forward for three fiscal years. At the end of the third year, any amount not encumbered will lapse. Line item appropriations may carry forward longer, if necessary for the completion of the project, as stipulated in the Management and Budget Act (MCL 18.1248, subsections 3 and 4).
