What is the Advanced Financing Fund?
 
Answer:
This is a separate "appropriated" fund which records the construction activities of all capital outlay projects that have at least some State Building Authority Financing. Parenthetical language in appropriation bills and House or Senate resolutions establish the project amount and funding sources, but this is deemed not to be an appropriation. The state, however, is still obligated to operate within the spending limit imposed by the legislature.
