When and for what projects are ARF allotments recorded?
 
Answer:
AFR (Administrative Revolving Fund) allotments are recorded for Advanced Financing Fund projects to maintain spending control since they are not formally budgeted. These allotments do not require State Administrative Board approval and therefore, are recorded soon after signing of the Public Acts.
