Governor Jennifer Granholm has said "The state that put the world on wheels will be the state that makes those wheels independent of foreign oil. It is essential that we make biodiesel and ethanol products more widely available to encourage their growth.” To this end, a package of seven bills was signed into law on July 11, 2006 to promote the use and development of alternative fuels in Michigan. The bills signed by Governor Granholm will:
- Lower state gas tax on 70 to 85% alcohol-blend fuels from 19 cents to 12 cents per gallon and reduce 5% biodiesel fuel tax from 15 cents to 12 cents per gallon (SB 1074)
- Establish ten Renaissance Zones for development of renewable energy production facilities (SB 1078 and HB 5752)
- Create a Renewable Fuel Commission to promote alternative fuel use in Michigan (HB 5181)
- Provide incentives to gas stations to convert and/or install E85 pumps, which require special equipment (HB 5754)
- Require DMB to provide alternative fueling facilities at its motor transport facility so state vehicles have easy access to renewable fuels (SB 1075). VTS is currently in the process of installing an E85 tank and pump at its Lansing Secondary Complex facility. The pump will be operational Nov. 3, 2006. Biodiesel has been available at VTS pumps for the past two years.
