State of Michigan Recycling Program

Paper Recycling

All state offices are required to recycle office paper per Public Act 411 (PA 411) of 1988. PA 411 was later codified as section 16502 of the Natural Resources Environmental Protection Act, 1994 PA 451, as amended. Section 16502 mandates an Office Paper Recycling system for state employees with a goal of an 85 percent recycling rate by the year 2000. Besides providing recycling goals, Section 16502 requires staff education on the importance of recycling and proper use of the office paper recycling system.

DMB-Facilities Administration administers the contract for recycling of office waste paper for all state agencies in the Lansing area (Ingham and Eaton Counties). Information on participation in this program may be obtained by calling Facilities Administration Customer Service Center at 517-373-6227.

For General Recycling, composting and household hazardous waste questions:  See the Michigan Department of Environmental Quality recycling page or contact Lucy Doroshko, Recycling Specialist at 517-373-1322 or doroshkl@michigan.gov or Matthew Flechter, Recycling/Composting Coordinator at 517-373-8422 or flechtem@michigan.gov.

All Other Recycling

For state offices located outside Lansing, the best information on starting an Office Paper Recycling program; including sorting, pickup, and delivery to a paper market, can be found by contacting your local county or community recycling contact.

State agencies can purchase recycle services of less than $25,000 per year within their delegated authority, following Acquisition Services purchasing guidelines.
