The Michigan ICT Innovation Fund proposal applications are accepted on an ongoing basis. Respondents may request a preliminary review of the proposal with Fund representatives to answer any questions about the process, to seek guidance on the specific proposal requirements or to address the primary criteria for funding. becomes effective. Section 701 includes language that clarifies the legal
authority of the ICT Innovation Fund. Sec. 701.
(1) The information,
communications, and technology innovation fund, established in part 1, is to be
administered by the department of technology, management, and budget for the
purpose of providing a revolving,
self-sustaining resource for financing information, communications, and
technology innovation projects. From the
funds appropriated to the information, communications, and technology innovation
fund in part 1, or received by the information, communications, and technology
innovation fund under subsections (2) and (3), the department of technology,
management, and budget may issue loans to state agencies, local units of
government, colleges and universities in this state, school districts, other
public entities that provide public sector services, and not-for-profit
organizations that provide public sector services, as determined by the
department of technology, management, and budget in support of information,
communications, and technology innovation projects.
(2) In addition to funds
appropriated in part 1, the information, communications, and technology innovation fund may
accept contributions, gifts, bequests, devises, grants, and donations.
(3) In addition to the funds
appropriated in part 1, money received by the department of technology, management,
and budget as repayment of information, communications, and technology
innovation project loans, or other reimbursement or revenue received by the
department of technology, management, and budget as a result of information,
communications, and technology innovation project loans, interest earned on that money,
or subsection (2) revenue, shall be deposited in the information,
communications, and technology innovation fund and is appropriated for
information, communications, and technology innovation fund projects described
in subsection (1). At the close of the fiscal year, any unencumbered funds
remaining in the information, communications, and technology innovation fund
shall remain in the fund and be carried forward into the succeeding fiscal year.
- June 26, 2012: PA 200 of 2012, an Act to make, supplement, adjust,
and consolidate appropriations for various state departments and agencies,
capital outlay, the judicial branch, and the legislative branch for the
fiscal year ending September 30, 2013;appropriated $2.5 million to the ICT
Innovation Fund for FY 2013.

11, 2012: The DTMM Chief technology Officer (CTO)
position was filled by Rodney Davenport. The CTO heads innovation
management, including the ICT Innovation Fund for DTMB.
- January 31, 2012: The ICT Innovation Investment Fund Board held its first meeting.
The Board is comprised of John Nixon (Chair), Director of the Department of Technology, Management and Budget; David Behen, State of Michigan Chief Information Officer (CIO); Mike Finney, President and Chief Executive Officer at Michigan Economic Development Corporation; and Dr. David Mielke, Dean, Eastern Michigan University College of Business; and the Honorable Earl Poleski, Michigan House of Representatives. The agenda included a review of the management and operational processes including monitoring and reporting requirements; the requirements for the Innovation Management Strategic Plan draft, due March 31st, and the establishment of a general funding cap of $250,000 on projects. .
- January 9, 2012: Snyder issues directive to promote government technology innovation.
Gov. Rick Snyder today issued Executive Directive 2012-1, which enhances customer service by promoting state and local government technology innovation. The funding was called for and approved as part of the current fiscal year budget. The directive establishes Information, Communications and Technology (ITC) management responsibilities as well as an ITC Innovation Fund Investment Board within the Department of Technology, Management and Budget. The investment fund board will oversee management of the fund, including the solicitation of projects, eligibility criteria, performance and accountability, contractual reporting, loan repayment and project termination. The Executive Directive also calls for the development of Michigan ICT Innovation Management Strategic Plan which may include a full range of public, private, and non-profit collaborative innovation strategies, including resource sharing.
- November 9, 2011: Innovations in American Government Award Finalists Announced.
Cambridge, Mass., - November 9, 2011 - Today the Ash Center for Democratic Governance and Innovation at the John F. Kennedy School of Government, Harvard University announced the finalists for the Innovations in American Government Award. Boston Public Schools' Teacher Residency; Littleton, Colorado's Economic Gardening; New York City's Center for Economic Opportunity and NYC Service; Oregon's Statewide Land Use Program; and San Francisco's Healthy San Francisco were selected as finalists by public policy experts and practitioners from Harvard and other institutions around the country. These six government initiatives demonstrate creative problem solving to some of our nation's most pressing issues-education, economic development, poverty, civic services, and healthcare-and will compete for the Innovations in American Government Award to be announced in early 2012.
- October 3, 2011: The Michigan Building Intelligence System (MI-BIS) received the National Association of information Officers 2011 Recognitions Award for Information Communications Technology (ICT) Innovation.
The Michigan Building Intelligence System (MI-BIS) is an innovative infrastructure for building operations, energy controls, and two-way communication which consolidates and enables remote monitoring and management of all HVAC, lighting, elevators, and energy metering into one smart computing and network-supported system. It empowers the State to monitor, navigate and optimize facility controls and real-time energy usage for buildings throughout the state from remote locations. This is the first full building automation integration system of its kind within state governments.
- June 21, 2011: Public Act 63 of 2011, an act to make, supplement, adjust, and consolidate appropriations for various state departments and agencies for the fiscal year ending September 30, 2012, appropriated $2,500,000 for the ICT Innovation Fund.
