David E. Freed was named chief of the Office of Land and Facilities in December 2002, overseeing all department real estate functions, design and construction services, and facilities planning and field operations.
Freed earned his undergraduate degree in biology from the University of Michigan-Flint. He has a master’s degree in park and recreation resources from Michigan State University, and a Ph.D. in public administration from Western Michigan University.
Freed began his career with the DNR in the Real Estate Division in 1978, as a resources specialist and planner. From 1984 to 1992 he supervised the minerals lease management section. As section chief, he created a new unit for auditing lease revenue payments.
In 1992 Freed was appointed Chief of Staff for the DNR, and served in that capacity until 1995, when he transferred to the newly created Department of Environmental Quality. In the DEQ, Freed first served as operational procedures specialist before being promoted to the chief of the office of business services, responsible for implementing and monitoring strategic planning, development of department policies, field operations and space management. Freed returned to the DNR in 2002 to assume his current position.
In his spare time, Freed is an instructor for master’s level courses for Central Michigan University and Western Michigan University. Freed is a member of the American Society for Public Administration.
