Instructions to Bidders

It is the contractors' responsibility to read, understand, and follow the Instructions To Bidders, General Conditions, and General Requirements contained in the project specific contract documents.

BIDDING

  • To be considered as on time, sealed bids must be received and date and time stamped at the address listed on the Bid Form absolutely no later than the due date and time specified on the Bid Form associated with the project. Faxed bids will not be accepted.
  • It is the responsibility of the bidder to ensure that correctly identified bids are delivered on time. The DNR is not responsible for any mail delivery services, including the United States Postal Service. The only way to truly guarantee delivery by the bid opening date and time is to hand deliver the bid.
  • Bids will be publicly opened and read aloud. Bid results will be available to the public after the bid opening process.
  • Signature Authorization:

    • Bids may be rejected as being incomplete without this authorization.
    • Corporations shall include with the bid, a copy of the resolution giving the person signing the bid power to bind the company in a legal contract.
    • Partnerships may have all partners sign the Bid Form, or a Power of Attorney may be submitted.
    • Sole proprietorships need only have their signature(s) witnessed.

    Electronic Funds Transfer Payment:

    Section 18.1283a, Payroll and Payments by Electronic Funds Transfer, of the Management and Budget Act, 2004 PA 533, as amended, requires all vendors doing business with the State of Michigan to receive payment by electronic funds transfer (EFT) for services and goods provided to the state.     Note that information on the listings may change without notice. Due dates for pre-bid meetings, bid due dates, and other important dates may change up to 96 hours (4 business days) prior to the bid due date and time. BASIC CONDITIONS

    Insurances:

    Contractors must carry liability insurance against damage to State-owned property, provide full Workers' Compensation coverage, and provide other coverage as identified in the project specific contract documents and/or required by law. No work connected with the contract shall be started until the contractor has submitted original signed Certificates of Insurance covering both general liability and Workers' Compensation. Please see the project specific contract documents for detailed information.

    Prevailing Wage Rates:

    In accordance with Michigan law, Prevailing Wages on State Projects, Public Act 166 of 1965, as amended, is applicable to DNR contracts. By law, prevailing wage rates are the rates contained in collectively bargained agreements covering the location of the state project. Please refer to the project specific contract documents for additional information and a wage rate schedule.

    Bid, Performance, and Payment Bonds:

    Companies that submit bids of $50,000 or more must furnish bid, performance, and payment bonds. These bonds protect the state as well as subcontractors, material suppliers, and laborers.

GENERAL REQUIREMENTS

    Safety Regulations:

    The contractor shall conform to the "General Safety Rules and Regulations" for the construction industry, as prescribed by the Construction Safety Commission; Bureau of Safety and Regulations; Michigan Department of Energy, Labor, and Economic Growth, Lansing, Michigan; and the Occupational Safety and Health Standards of the United States Department of Labor. This shall be made a condition of each subcontract entered into, pursuant to the project specific contract.

    Permits:

    Unless otherwise provided for in the project specific contract documents, the contractor shall be responsible for obtaining and payment for all necessary permits associated with the project. Cost of permits and any subsequent inspections are considered to have been included in the base bid.

    Warranties:

    The contractor shall submit the Guarantee and Statement, covering statements concerning guarantee and indebtedness (waiver of lein), and any other special warranties or requirements of the project specific contract documents.

    Michigan Products and Recycled Products:

    All contractors and suppliers are encouraged to provide Michigan-made products and/or recycled products whenever possible where price, quality, and performance are equal to, or superior to, non-Michigan products and meet the requirements of the project specific contract documents.

SITE CONDITIONS

    Temporary Utilities:
    Unless otherwise provided for in the project specific contract documents, the contractor shall furnish and install all temporary facilities and controls required by the work; shall remove them from state property upon completion of the work; and the grounds and existing facilities shall be restored to their original condition.     Water and electricity will ordinarily be available in the area where work will be performed. Conditions will vary from project to project; be sure to review project specific contract documents for details.
