Waterloo Recreation Area - Aggregate Industries Land Transaction

The Recreation Division has created this web page to provide updated information, maps, and project status on a land transaction between the Department of Natural Resources (DNR) and Aggregate Industries, Inc. of Kalamazoo, Michigan.

PROJECT OVERVIEW: The transaction is located in Jackson County and includes a 324-acre gift of land and agreement to enter into a ten year lease to allow the mining of sand and gravel on 72.44 acres of state land at the Waterloo Recreation Area.

Aggregate Industries will reclaim the gift parcel and lease area to a plan approved by the DNR. The Phased plan restoration will follow the rolling topography, perched wetlands, and native vegetation indicative of historic cover at this recreation area.

Depending on market demand, an estimated eight to nine million tons of non-metallic minerals could be mined from state land. Aggregate Industries will pay a market rate royalty for the minerals, with all royalties accruing to the Michigan Natural Resources Trust Fund.

This acquisition will contribute to the DNR's Land Consolidation Strategy by adding to state-owned land in the area, and eliminating nearly three miles of public/private boundary interface in the Waterloo Recreation Area.

As of February 7, 2011, the ten step federal conversion process is complete. Public comment will be taken until March 15, 2011. Concurrently the conversion proposal will be submitted to the State and Regional Planning Clearinghouses:
