R 408.18602 of the Michigan Administrative Code, appearing on pages 879 to 881 of the 1995 Annual Supplement to the 1979 Michigan Administrative Code, is amended to read as follows:

1910.269 Electric Power Generation, Transmission, and Distribution

(a) "General."

(b) "Medical services and first aid." The employer shall provide medical services and first aid as required in 1910.151. In addition to the requirements of 1910.151 the following requirements also apply:
(c) "Job briefing." The employer shall ensure that the employe in charge conducts a job briefing with the employees involved before they start each job. The briefing shall cover at least the following subjects: hazards associated with the job, work procedures involved, special precautions, energy source controls, and personal protective equipment requirements.
(d) "Hazardous energy control (lockout/ tagout) procedures."
(e) "Enclosed spaces." This paragraph covers enclosed spaces that may be entered by employees. It does not apply to vented vaults if a determination is made that the ventilation system is operating to protect employees before they enter the space. This paragraph applies to routine entry into enclosed spaces in lieu of the permit-space entry requirements contained in paragraphs (d) through (k) of 1910.146 of this Part. If, after the precautions given in paragraphs (e) and (t) of this section are taken, the hazards remaining in the enclosed space endanger the life of an entrant or could interfere with escape from the space, then entry into the enclosed space shall meet the permit-space entry requirements of paragraphs (d) through (k) of 1910.146.
NOTE: Entries into enclosed spaces conducted in accordance with the permit-space entry requirements of paragraphs (d) through (k) of 1910.146 are considered as complying with paragraph (e) of this section.
(f) "Excavations." Excavation operations shall comply with Subpart P of Part 1926.
(g) "Personal protective equipment."
(h) "Ladders, platforms, step bolts, and manhole steps."
(i) "Hand and portable power tools."
(j) "Live-line tools."
(k) "Materials handling and storage."
(l) "Working on or near exposed energized parts." This paragraph applies to work on exposed live parts, or near enough to them, to expose the employee to any hazard they present.

(m) "Deenergizing lines and equipment for employee protection."
(n) "Grounding for the protection of employees."
(o) "Testing and test facilities."
(p) "Mechanical equipment."
(q) "Overhead lines." This paragraph provides additional requirements for work performed on or near overhead lines and equipment.
(r) "Line-clearance tree trimming operations." This paragraph provides additional requirements for line-clearance tree-trimming operations and for equipment used in these operations.
(s) "Communication facilities."
(t) "Underground electrical installations." This paragraph provides additional requirements for work on underground electrical installations.
(u) "Substations." This paragraph provides additional requirements for substations and for work performed in them.
(v) "Power generation." This paragraph provides additional requirements and related work practices for power generating plants.
