Domestic Violence Shelter and Support Services Grant

Services provided under contracts with 45 nonprofit domestic violence programs include: emergency shelter, 24-hour crisis hotlines, supportive counseling, and support services. Support services include transportation, information, referral and advocacy in obtaining emergency health care, legal information, financial assistance, permanent housing, child care, and children's services.

Emergency Shelter is safe, decent housing coupled with supportive services as needed to assist domestic violence survivors and their dependent children. Shelter shall be provided seven days per week, 24 hours per day, 365 days per year.

Group Supportive Counseling is the coordination and provision of support groups to focus on the dynamics of domestic and sexual violence. Client participation is voluntary.

Individual Supportive Counseling is one-on-one counseling that is and assists clients in resolving problems stemming from issues related to domestic and sexual violence. Client participation is voluntary.

Information/Educational Groups are groups that focus on specific topic areas of interest to clients. Client participation is voluntary.

Twenty-Four Hour Hotline is the availability of trained staff by telephone 24 hours a day, 7 days a week, to provide crisis counseling, guidance, emotional support, information and referral, etc.

Public Awareness:

  • Providing presentations to school officials, law enforcement agencies, human service providers, service clubs, faith-based organizations, parent groups, and other organizations. Topics covered may include program overview and service eligibility, impact of domestic and sexual violence on families and society and the root causes of the violence.
  • Public Awareness also includes creating and disseminating materials regarding service availability and/or aimed at increasing the public's awareness surrounding the issues of domestic and sexual violence. Services may include brochures, fliers, billboards, etc.
Systems Change: Working within the community to develop an understanding of the dynamics of domestic and sexual violence, services that are available, and to identify and implement changes within the community systems that will benefit survivors of domestic and sexual violence.

Personal Advocacy is assisting clients in securing rights, remedies, and services from other agencies, intervening with other agencies/systems to ensure sensitive and effective responses, policies and procedures relative to domestic and sexual violence. Client participation is voluntary.

Support Services are voluntary services available to clients and their dependent children. Services may vary and shall be tailored to the individual need of each client and their children. Client participation is voluntary.

  • Lifeskill Development: Provide skill-specific services including, but not limited to, nutrition and basic meal planning, CPR and health, financial planning and budgeting, and parenting education.
  • Client Development Seminars teach clients parenting skills on an ongoing basis including, but not limited to, alternatives to corporal punishment and encourages a no-hit policy, age appropriate expectations, parent as a role model, choices and consequences, and display of greater parent/child affection and trust.
  • Specific Assistance: Provide clients with financial resources for items such as prescriptions, transportation, security deposits, living expenses, medical appointments, security systems/modifications, utilities, household furnishings/supplies, etc., to address the specific needs of the client.
  • Employment Services assist clients in gaining necessary skills, knowledge, and resources to secure employment suitable for maintaining independent living. Services shall include, but not be limited to, developing and completing resumes, interview preparation, and obtaining clothing appropriate for work environment for which they are applying.
  • Children's Services provide residential children's services and programming to assist in adjustment to the shelter environment, provide a safe and caring place, ensure active participation in the continuation of educational services, and encourage positive peer interaction.
Optional Services Include:

Family Counseling is the provision of counseling services to two or more members of the same household and/or family. Client participation is voluntary.

Emergency Response Services are face-to-face services shich may include, but are not limited to, emotional support provided by advocates, counselors, or peers in an emergency basis, as authorized by the client. Services shall be provided at non-traditional safe locations such as hospitals, police stations, survivors' homes, etc.

Sexual Assault Nurse Examiners Program (SANE) is creating and operating comprehensive programs to provide sexual assault evidence collection services utilizing specially trained nursing staff.

Education/Prevention: Developing and conducting specially designed educational groups and workshops. Topics may include, but are not limited to, domestic and sexual violence issues, problem solving and communication skills, dating violence, etc. Developing and conducting specially designed groups and workshops. Legal Services provide legal staff to prosecute domestic and sexual violence crimes and/or provide legal staff to assist domestic and sexual violence victims in cases of divorce, child custody, and other civil matters.
