Whereas, The people of Michigan support and deserve a clean and safe
environment in which to live and raise our children; and,
Whereas, The Southeast Michigan Council of Governments, Grand Valley
Metro Council, West Michigan Shoreline Regional Development Commission, and
the Clean Air Coalition of Southeast Michigan, in partnership with organizations
or agencies such as the Department of Environmental Quality, call Ozone Action!
Days when weather conditions are expected to combine with pollution thereby
creating elevated amounts of ground-level ozone which can be damaging to human
health; and,
Whereas, Excess ground-level ozone, different from the ozone layer found
in the stratosphere, can cause lung problems, eye irritation, particularly to
children, the elderly, individuals with respiratory conditions, and those required
to work strenuously outdoors; and,
Whereas, Widespread participation in Ozone Action! Days, which are announced
during radio and television weather reports, in newspapers, and on the Internet,
may improve environmental conditions, protect the health and safety of citizens,
strengthen our community, and provide an assurance for our future; and,
Whereas, Ozone Action! Days organize citizens to reduce pollution by
making slight modifications to our daily routines such as driving, refueling,
and household maintenance activities like lawn mowing; and,
Whereas, The entire Ozone Action! Season is an opportunity for government
to join forces with business, industry, environmental groups, community organizations,
and the citizens of Michigan to ensure a prosperous and sustainable future,
and now therefore be it,
Resolved, That I, Jennifer M. Granholm, Governor of the State of Michigan,
do hereby proclaim the months of May 2004 through September 2004 as Ozone Action!
Season in Michigan, and encourage all citizens to join in this observance and
incorporate methods of pollution reduction into your daily routine when an Ozone
Action! Day has been declared.
