Governor Granholm Makes Appointments, Reappointments

Designates Chair of the Crime Victims Services Commission

LANSING - Governor Jennifer M. Granholm today announced the following appointments and reappointments to the Crime Victims Services Commission, the Board of Nursing Home Administrators, the Michigan Board of Chiropractic, the Public School Employees' Retirement Board, the Michigan Apple Marketing Program Committee, the Michigan Corn Marketing Program Committee, and the Michigan Board of Cosmetology:

Crime Victims Services Commission
 
Frank K. Rhodes, III of Bloomfield, president and attorney with Frank K. Rhodes, III & Associates, P.C.  Mr. Rhodes is appointed to represent practicing attorneys for a term expiring September 27, 2008.  He succeeds Kevin A. Rynbrandt whose term has expired.  Mr. Rhodes is also designated chairperson of the commission for a term expiring at the pleasure of the governor.

The Crime Victims Services Commission is a bipartisan board responsible for overseeing a wide range of funding and services for victims of crime in Michigan.  The commission investigates and determines claims for crime victim compensation, monitors, evaluates, and coordinates state and local victims assistance programs, determines and administers revenues and assessments required in support of services under the Crime Victims Rights Act, and administers federal grant funding under the Victims of Crime Act.

Board of Nursing Home Administrators

Karen J. Messick of Comstock Park, chief operating officer and administrator of Pilgrim Manor, Inc.  Ms. Messick is reappointed to represent nursing home administrators for a term expiring December 31, 2010.

The Board of Nursing Home Administrators provides for the licensure of nursing home administrators and provides penalties for violations of Public Health Code Act 368 of 1978.

Michigan Board of Chiropractic

Jeffrey L. Eisman, D.C. of West Bloomfield, president of Eisman Clinic, P.C. Dr. Eisman is appointed to represent licensed chiropractors for a term expiring December 31, 2010.  He succeeds Timothy J. Spencer whose term has expired.

Gwendolyn J. Hoople of Palo, assistant vice president of Ionia County National Bank.  Ms. Hoople is appointed to represent the general public for a term expiring December 31, 2009.  She succeeds Mark Handler whose term has expired. 

Michael J. Morse of Huntington Woods, owner and president of Michael Morse, P.C. law firm.  Mr. Morse is appointed to represent the general public for a term expiring December 31, 2009.  He succeeds Jack L. Pettet whose term has expired. 

Patricia A. Odette, D.C. of Woodhaven, owner of Odette Chiropractic Family Health Center.  Dr. Odette is appointed to represent licensed chiropractors for a term expiring December 31, 2010.  She succeeds Philip L. Knight whose term has expired. 

The Michigan Board of Chiropractic provides for the licensure and examination of persons prior to their entry into the practice of chiropractic and provides penalties for violations of the Public Health Code.

Public School Employees' Retirement Board

John M. Olekszyk of Warren, chair of the AFT Retiree Network Committee and former president of the Roseville Federation of Teachers, AFT Local 1071.  Mr. Olekszyk is appointed to represent retired teachers for a term expiring March 30, 2010.  He succeeds Gail M. Nugent whose term has expired.

The Michigan Public School Employees' Retirement Board is responsible for the investigation of the service, compensation, and other experiences of members and beneficiaries of the public school retirement system.  The board is charged with investing and distributing any or all the monies in the public school retirement fund.  Every five years the board must formulate a plan to direct the operation of the retirement funds.

Michigan Apple Marketing Program Committee

Julia B. Hersey of Casnovia, owner of Those Hersey Brothers.  Ms. Hersey is reappointed to represent growers from District 4 for a term expiring April 1, 2010.

Scott W. Lewis of New Era, owner of Lewis Farms.  Mr. Lewis is reappointed to represent growers from District 5 for a term expiring April 1, 2010.

The Michigan Apple Marketing Program Committee represents farm families involved in the growing, packing, shipping and processing of Michigan apples.  It prescribes rules and regulations, creates advertising and promotional programs, and establishes and supports research designed to improve the overall effectiveness of the program.

Michigan Corn Marketing Program Committee

Daniel L. Schaible of Manchester, partner with Schaible Farms.  Mr. Schaible is appointed to represent District 4 growers for a term expiring on April 30, 2009.  He succeeds William L. Uphaus whose term has expired.

Jay Drozd of Allegan, partner with Drozd Farms.  Mr. Drozd is reappointed to represent District 1 growers for a term expiring April 30, 2009.

Clark F. Gerstacker of Midland, owner of Gerstacker Farms.  Mr. Gerstacker is reappointed to represent District 8 growers for a term expiring April 30, 2009.

The Michigan Corn Marketing Program Committee is charged with increasing the utilization of Michigan corn through foreign and domestic market development, promotion, and research.

Michigan Board of Cosmetology

Kristina M. Atkins of Kalamazoo, administrator of special education programs of Kalamazoo Regional Educational Service Agency.  Ms. Atkins is appointed to represent the general public for a term expiring December 31, 2008.  She succeeds Pamela L. Dressel who has resigned.

The Michigan Board of Cosmetology provides for the licensing and regulation of cosmetologists, cosmetology schools, instructors, electrologists, and manicurists in the state.

These appointments and reappointments are subject to Article V, Section 6 of the Michigan State Constitution of 1963.  They stand confirmed unless disapproved by the Michigan Senate within 60 days.
