GRANHOLM - Granholm Signs Bill to Revitalize Eight Mile Corridor

LANSING - Governor Jennifer M. Granholm today signed into law a bill that will promote development and improvements along Eight Mile Road in Detroit. The legislation will pave the way for private investments and increase retail establishments while strengthening business and residential areas in the city.

The bill will help fund the single largest retail development plan in Detroit's history. The proposed restaurant and retail complex will be located at Eight Mile Road and Woodward Avenue, adjacent to the Michigan State Fairgrounds. The investment represents $90 million and will include 40 stores and restaurants.

"This legislation is an important step toward diversifying Detroit's economy and helping it thrive," Granholm said. "It will help revitalize an important part of the city by promoting economic growth and increasing investments, which will ultimately increase employment."

The legislation gives an improvement authority board the ability to commission development projects, such as enhancing roads, driveways and sidewalks in districts along the Eight Mile corridor. The board also is able to authorize landscape projects, the installation of curbs, gutters, light fixtures, electrical and internet services, along with other improvements.

Among the projects cited in the legislation is the construction of sidewalks and streetscapes that could ease travel for pedestrians and increase foot traffic near area businesses.

The bill amends an earlier act that established funding for cities to improve business and retail districts outside of their downtown areas. The new legislation expands the previous act to allow for a greater range of projects in qualified Detroit districts and expand the number of eligible facilities for developments.

Public Act 44 of 2007 (SB 588) was sponsored by Senator Buzz Thomas (D-Detroit). The bill has immediate effect.
