Governor Granholm Appoints to Citizen-Community Emergency Response Coordinating Council

LANSING - Governor Jennifer M. Granholm today announced the following recent appointments to the Citizen-Community Emergency Response Coordinating Council:
 
Dennis S. Edwards of North Muskegon, director of public safety for the Grand Haven Department of Public Safety, is appointed to represent individuals with technical expertise related to emergency response for a term expiring December 31, 2007.
 
Larry A. Estlack of Lansing, director of technology for the Michigan Association of Broadcasters and chair of the Michigan Emergency Alert System, is appointed to represent the general public for a term expiring December 31, 2007.
 
Warren C. Evans of Detroit, Wayne County sheriff is appointed to represent individuals with technical expertise related to emergency response for a term expiring December 31, 2010.
 
Kenneth J. Gembel of Clio, project manager of plant decommissioning for General Motors, is appointed to represent individuals with technical expertise related to emergency response for a term expiring December 31, 2010.
 
Samuel R. Hopkins of Lansing, fire chief, Ann Arbor Fire Department, is appointed to represent individuals with technical expertise related to emergency response for a term expiring December 31, 2007.
 
Michael H. Lovelace of Ishpeming, Marquette County sheriff, is appointed to represent individuals with technical expertise related to emergency response for a term expiring December 31, 2009.
 
Clifford A. Messing of Ruth, president of Cliff A. Messing Excavating Inc. and volunteer firefighter for Delaware Township, is appointed to represent individuals with technical expertise related to emergency response for a term expiring December 31, 2009.
 
Gail A. Novak-Phelps of White Lake, chief of Oakland County Emergency Response and Preparedness, is appointed to represent individuals with technical expertise related to emergency response for a term expiring December 31, 2009.
 
Marcia A. Varble of Bellaire, service center manager of the American Red Cross of Northern Lower Michigan, is appointed to represent the general public for a term expiring December 31, 2008.
 
William D. Wagoner of Royal Oak, director of planning for Livingston County, is appointed to represent the general public for a term expiring December 31, 2008.
 
Stewart C. Wang, M.D., Ph.D. of Ann Arbor, director of the University of Michigan Trauma Burn Center and professor of surgery, is appointed to represent individuals with technical expertise related to emergency response for a term expiring December 31, 2008.
 
These appointments are not subject to disapproval by the Michigan Senate.
 
Also serving on the council as designees of their respective departments are:  Captain Eddie Washington, representing the Michigan State Police, who is designated Chair of the council; Brad Deacon, representing the Michigan Department of Agriculture; Jacqueline Scott, Ph.D., representing the Department of Community Health; Amy Butler, representing the Department of Environmental Quality; and Eileen Phifer, representing the Department of Transportation.
 
Col. Mike McDaniel, assistant adjutant general for homeland security, Andy Neumann, Michigan state fire marshal, and Musette Michael, executive director of the Michigan Community Service Commission are statutory members of the council.
 
The Citizen-Community Emergency Response Coordinating Council replaces the Michigan Citizens Corps Council, the Michigan Emergency Planning and Community Right-to-Know Commission, and the Michigan Hazard Mitigation Coordinating Council.  The new council will be responsible for developing and implementing emergency response and hazard mitigation plans for the state.  The council acts as the state emergency response commission as required by federal statute.
