Governor Granholm Appoints Cash, Carrick to Joint International Bridge Authority

LANSING – Governor Jennifer M. Granholm today announced the appointments of Howard Cash and Lt. Terry Carrick to the Joint International Bridge Authority.

Cash, of Ann Arbor, is the president and CEO of Gene Codes Forensics, Inc., an international bioinformatics firm specializing in research software for DNA sequencing and analysis. In September 2001, at the request of the New York Office of the Chief Medical Examiner and of the New York State Police Forensic Investigation Center, Gene Codes Forensics began developing and maintaining the overall data handling system for identifying remains of those killed during the terrorist attacks on the World Trade Center.

Carrick, of Brimley, serves as Lieutenant in the Bay Mills Indian Community Law Enforcement Department with over 20 years of experience. Carrick has also served several terms on the Tribe's Executive Council.

The Joint International Bridge Authority (JIBA) was created in July 2000 following the completion of payment for the construction of the International Bridge. It replaced the International Bridge Authority upon the retirement of the sale of revenue bonds which financed the project. The Intergovernmental Agreement for the International Bridge, an accord between the State of Michigan and the Province of Ontario, formed the JIBA to provide for continued management and operation of the International Bridge as a governmental function on a not-for-profit basis by a single administrative entity within the Michigan Department of Transportation.

Mr. Cash and Lt. Carrick are appointed for a term expiring September 1, 2007. The appointments are not subject to advice and consent of the Senate.
