Whereas, Many citizens throughout the State of Michigan enjoy the companionship
that comes from being a pet owner; and,
Whereas, Our state unfortunately also has many unwanted animals who do not have
loving homes; and,
Whereas, The best way to prevent the birth of unwanted litters of cats and
dogs is to have pets spayed or neutered; and,
Whereas, There are numerous benefits to spaying and neutering pets; most importantly
maintaining better health for our pets making them less likely to roam away
from their home; and,
Whereas, In addition to preventing the birth of unwanted animals, there are
many financial benefits to our communities that promote breeding control, including
lower shelter costs and reduced sanitation costs; and,
Whereas, Spay and Neuter Month provides the people of our Great Lakes State
with an excellent opportunity to learn about the benefits of controlling the
unwanted pet population; and now therefore be it
Resolved, That I, Jennifer M. Granholm, Governor of Michigan do hereby
proclaim February 2003 to be Spay and Neuter Month in Michigan.
