Whereas, The most precious and valuable asset of our state is our children,
and we must dedicate ourselves, our energy and our resources to the nurturing
and protection of these most vulnerable individuals; and,
Whereas, Fetal Alcohol Syndrome is a series of mental and physical birth defects
which can include mental retardation, growth deficiencies, central nervous system
dysfunction, craniofacial abnormalities, and behavioral maladjustment; and,
Whereas, At least 5,000 infants are born in the United States each year with
Fetal Alcohol Syndrome, affecting all races and socio-economic groups; and,
Whereas, The best preventative for Fetal Alcohol Syndrome and Fetal Alcohol
Effect is for women to abstain from alcohol consumption during their pregnancy;
and,
Whereas, Fetal Alcohol Syndrome Day is a wonderful opportunity to educate the
citizens of our Great Lakes State about the effects of alcohol consumption on
our unborn children and how to prevent the syndrome; and now therefore be it,
Resolved, That I, Jennifer M. Granholm, Governor of the State of Michigan,
do hereby proclaim September 9, 2003, as Fetal Alcohol Syndrome Awareness Day
in Michigan.
