Whereas, The State of Michigan is blessed with an abundance of fresh water, including
3,288 miles of Great Lakes shoreline, over 11,000 inland lakes, 36,350 miles of
rivers and streams, and over 6,000,000 acres of wetlands; and,
Whereas, Michigan’s water resources are of exceptional quality and are
an unparalleled natural endowment that must be managed with foresight, wisdom,
and fidelity to the highest principles of stewardship; and,
Whereas, Lakes, rivers, streams, and wetlands are important resources to the
Michigan way of life and its environment, providing sources of water supply,
recreation, scenic beauty, and habitat for fish and wildlife; and,
Whereas, Federal, state, and local governments, as well as citizens, monitor
the quality of Michigan’s water resources and assume the responsibility
of providing clean water for future generations through preservation and conservation;
and,
Whereas, The U.S. Environmental Protection Agency has designated September
18 through October 18, 2003, as Water Monitoring Month in the Year of Clean
Water, as part of the yearlong celebration of the 30th Anniversary of the enactment
of the federal Water Pollution Control Act of 1972, also known as the Clean
Water Act; and,
Whereas, Citizens and organizations throughout the global community will join
together to monitor the world’s water quality between September 18 and
October 18, and to celebrate World Water Monitoring Day on October 18, 2003;
and now therefore be it,
Resolved, That I, Jennifer M. Granholm, Governor of the State of Michigan,
of the State of Michigan do hereby proclaim September 18, 2003 through October
18, 2003, as Water Monitoring Month in Michigan.
