CIS Summarily Suspends the Adult Foster Care Small Group Home License of Robert Frenza, Frenza Home Inc.

JUNE 16, 2003 - Michigan Department of Consumer & Industry Services (CIS), Bureau of Family Services has issued an order of summary suspension and notice of intent to revoke action to Allegan County adult foster care small group home provider Robert Frenza, Frenza Home Inc., 335 Court Street, Otsego, Michigan.   Robert Frenza has been ordered to immediately cease providing care to developmentally disabled, mentally ill, aged and alzheimers adults effective 6:00 p.m. on Monday, June 16, 2003.  This action is the result of a recent complaint investigation of the AFC small group home.

 

Under Michigan statute, an Adult Foster Care Small Group Home is defined as “an adult foster care facility with the approved capacity to receive 12 or fewer adults to be provided with foster care.”

 

The June 12, 2003 findings of the complaint investigations are:

 

·       Robert Frenza made videotapes of the residents, without their knowledge, for the purpose of profiting financially.  Robert Frenza sent the videotapes to an acquaintance.  He also sent the acquaintance an e-mail message in which he invited the acquaintance to visit the home to “…live among the animals to see how hilarious things are…”

 

·      In May and June 2003, Robert Frenza was verbally and physically abusive to some of the residents.  Witnesses reported Mr. Frenza kicked one resident in the ribs.

 

·       Robert Frenza employed a staff member who had been convicted of 2nd Degree Criminal Sexual Conduct and failed to notify the Department of the conviction. 

 

·       Robert Frenza failed to properly supervise a resident, allowing the resident access to Mr. Frenza’s prescription medication.  Mr. Frenza admitted that he took and self-administered a former resident’s medication.

 

Effective 6:00 p.m. June 16, 2003, the Summary Suspension Order requires Robert Frenza, Frenza Home Inc., not to operate an adult foster care small group home at 335 Court Street, Otsego, Michigan.  Developmentally disabled, mentally ill, aged and alzheimers adults are not to be received for care after that date or time.  The order also requires Robert Frenza to inform all of the guardians of adults in his care that his license has been suspended and that he can no longer provide adult foster care.  All residents have been relocated.

 

Robert Frenza has held a license to operate an Adult Foster Care Small Group Home since April 20, 2001.  The license was for 6 adults.
