April Unemployment Rates Decrease Seasonally in Most of Michigan's Regional Labor Markets

May 28, 2009 Seasonally unadjusted unemployment rates declined over the month in 16 of Michigan's 17 major labor market areas, according to the Michigan Department of Energy, Labor & Economic Growth.  In April, total employment levels declined in most regions, while labor force levels fell in all areas.

"The unemployment rate declines in April for much of the state were primarily due to work force reductions." said Rick Waclawek, director of the Bureau of Labor Market Information & Strategic Initiatives.  "Normally, employment trends upward in April throughout Michigan.  However this year, seasonal hiring was sluggish with the exception of some northern areas."

From March to April, the seasonal jobless rate reductions in the 16 regions ranged from 0.1 to 1.8 percentage points with a median decline of 0.8 of a percentage point.  The Northeast and Northwest Lower Michigan Regions posted the largest rate reductions of 1.8 and 1.4 percentage points respectively due to initial seasonal hiring for the summer tourism season.

The unemployment rate rose slightly over the month by 0.4 of a percentage point in the Monroe Metropolitan Statistical Area (MSA).

Unemployment Rates Up Significantly in All Regions Over Year
From April 2008 to April 2009, jobless rates increased in all 17 regions, with substantial jumps ranging from 3.2 to 7.6 percentage points.  The average increase for the various areas was five and a half percentage points.  The most pronounced over-the-year jobless rate hikes were registered in the Muskegon-Norton Shores, Monroe, and Detroit-Warren-Livonia MSAs.

Total Employment Down Over Month, Year
Over the month, total employment declined in 13 regions, increased in three areas, and was essentially unchanged in the Bay City MSA.  Historically, most areas in the state post slight gains in April.

Since April 2008, total employment dropped significantly in all 17 regions.  Total employment reductions varied in the regions from 6.3 percent to 10.4 percent, with an average drop of 8.2 percent.

Labor Force Levels Down Over Month, Year
In April, labor force levels declined somewhat seasonally in all 17 areas.  However, the 1.2 percent average reduction was more than usual for this time of year.

From April 2008 to April 2009, labor force levels fell in all 17 regions with a median decline of 2.8 percent. 

April Payroll Jobs Little Changed
The monthly survey of employers indicated that seasonally unadjusted payroll jobs in Michigan increased slightly by 4,000 in April to total 3,893,000.  Seasonal gains in leisure and hospitality services (+10,000), professional and business services (+7,000), and construction (+5,000) were nearly offset by a drop in manufacturing jobs (-18,000).  The remaining industry sectors showed only minor changes in April.

Typical seasonal job increases were subdued or nearly absent in a number of industry sectors within many of Michigan's metropolitan regions.

The April job reduction in manufacturing was widespread throughout the state's metropolitan areas, however, it was the most pronounced in the Detroit-Warren-Livonia MSA.

From April 2008 to April 2009, seasonally unadjusted payroll jobs fell statewide by 279,000 or 6.7 percent.  The state's goods producing industries recorded a 17.8 percent job reduction, while service-providing industries were down 4.3 percent over the year. 

All of the 12 major metropolitan areas in the state recorded significant payroll job declines since April 2008 ranging from 3.2 to 7.5 percent.  The largest numerical over-the-year metropolitan job losses were reported in the Detroit-Warren-Livonia (-143,000), Grand Rapids-Wyoming (-20,000), Lansing-East Lansing (-10,000) and Holland-Grand Haven (-9,000) MSAs.  The remaining metropolitan areas registered job reductions of 3,000 to 6,000 over the year.

Manufacturing, professional and business services, retail trade, leisure and hospitality services and construction jobs were down in all metropolitan areas, while jobs in health services were stable or up in nearly all metro areas since April 2008.

County Jobless Rates Down Over Month, Up Over Year
Seventy-seven of Michigan's 83 counties recorded seasonal unemployment rate declines over the month, with a median decrease of 1.1 percentage points.  Five counties registered rate increases over the month, while one county's rate was unchanged.  Even with the seasonal rate drops, 74 counties in Michigan reported jobless rates above 10.0 percent in April.

From April 2008 to April 2009, unemployment rates were up in all 83 counties, with a substantial median jump of 5.8 percentage points.
