Kevin Clinton was appointed Commissioner of the Office of Financial and Insurance Regulation by Governor Rick Snyder effective April 16, 2011.
As commissioner, Mr. Clinton is responsible for the regulation of the Michigan financial service industries, including insurance, banking and securities. The commissioner administers 29 public acts and regulates a variety of individual licensees and entities, including Blue Cross Blue Shield, 25 HMOs, 114 banks, 171 domestic insurance companies, 195 credit unions, 1,458 foreign insurance companies, 1,778 investment advisors, 1,969 securities broker-dealers, 194,835 insurance agents, 131,194 securities agents, 9,214 investment advisor representatives, 3,958 mortgage licensees and registrants, 656 deferred presentment companies and 2,387 other consumer finance-related entities.
Commissioner Clinton heads a state agency consisting of over 350 professionals dedicated to protecting Michigan consumers by ensuring the companies that it regulates are financially solvent, follow state and federal law, and are entitled to the public's confidence.
Before being appointed commissioner, Mr. Clinton served for more than six years as president and CEO of American Physicians Capital, Inc. (APCapital), a publicly traded medical professional liability insurance provider based in East Lansing, MI. During his tenure at APCaptial, Clinton restructured the company to focus on core professional liability insurance lines of business, strengthened the balance sheet by reducing investment risk and gained investor confidence by restoring the company to profitability. Before becoming president and CEO, Clinton worked as the company's vice president and chief operating officer.
Prior to joining APCapital in 2001, Mr. Clinton served for nearly five years as president and CEO of MEEMIC Insurance Company, a publicly traded property and casualty insurance holding company based in Auburn Hills, MI. There he significantly improved the company's financial condition by negotiating new agent contracts, streamlining operational efficiency and raising capital through a subscription rights demutualization. Mr. Clinton was also chief financial officer at ProNational Insurance Company.
Mr. Clinton's extensive experience and expertise in the insurance industry also includes actuarial positions in the private sector as well as serving as chief actuary for the Michigan Insurance Bureau in the 1980s.
He holds Bachelors of Business Administration and Masters of Actuarial Science degrees from the University of Michigan. |
Ann Flood 
Ann Flood serves as OFIR's Chief Deputy Commissioner. Ms. Flood oversees OFIR's Office of General Counsel, Health Plans Division, and Supervisory Affairs and Insurance Monitoring Division.
Ms. Flood most recently served as the executive vice president and chief operating officer of American Physicians Capital, Inc. (APCapital), a publicly traded medical professional liability insurance provider based in East Lansing, MI.
Before joining APCapital, Ms. Flood served as senior vice president, corporate secretary and legal counsel of ProNational Insurance Company. Ms. Flood has also held various executive level and legal positions at MEEMIC Insurance Company, PICOM Insurance Company and Lansing General Hospital.
Flood, a member of the State Bar of Michigan and a registered nurse, has more than 25 years of experience in the legal, insurance and health care fields.
She received her B.S. in Nursing from the University of Michigan and her Juris Doctorate from Wayne State University. |
Stephen Hilker 
Stephen Hilker serves as an OFIR Senior Deputy Commissioner. Mr. Hilker oversees the agency's Banking, Credit Union and Securities Divisions.
Mr. Hilker most recently served as a Bureau Director in the Michigan Department of Treasury and has 30 years of experience in administrative and financial management within government environments.
Prior to his time at the Department of Treasury, Mr. Hilker's positions in state government include Budget and Finance Officer for the Department of Public Health and CFO and Deputy Director for the Department of Social Services.
Mr. Hilker received his B.S. in Psychology and Statistics from Michigan State University. He also received his MBA and performed post-graduate work in Accounting at Michigan State University and has done Doctoral studies at Western Michigan University with a focus on budgeting and program innovation.
He is a Certified Public Accountant, Certified Fraud Examiner, Certified Internal Auditor, Certified Management Accountant and Certified Government Financial Manager. He has 21 years experience in State budget and finance, 3 years of experience in quality control, and 7 years in tax revenue operations. |
