Over the years, the Commissioner has issued several
bulletins containing forms with instructions for use in filing
various property and liability insurance forms and rates with
the Insurance Bureau. Often several bulletins containing filing
instructions for a particular line of insurance are in existence
simultaneously. This can be burdensome and confusing to insurers
in developing filings which are complete and meet all Michigan
requirements.
In an effort to streamline the filing process for insurers,
a manual has been developed which contains a complete set of
forms with instructions for filing all types of property and
liability insurance forms and rates. The "Property and
Liability Filing Procedures" represents a consolidation
of many previous Insurance Bureau bulletins and an elimination
of any unnecessary steps in the filing process. Further, use
of the forms with instructions contained in this manual will
ensure that companies receive a timely response to their filings.
Each page of the manual is numbered and contains an edition
date. The submission forms required by the manual also contain
identifying form numbers with edition dates. As changes are
made to the text or the forms, insurers and rating organizations
will be provided with revised pages showing new edition dates.
Insurers and rating organizations are encouraged to follow
the process set forth in this manual as soon as those individuals
responsible for Michigan filings are familiar with its contents.
However, the process will apply to all filings submitted on
or after November 1, 1988.
Therefore, this bulletin supersedes the following bulletins,
which are hereby withdrawn effective November 1, 1988:

After November 1, 1988, all property and liability filings
shall be reviewed for compliance with Michigan law in light
of the procedures set forth in this manual. The use of the manual
pursuant to this bulletin does not abrogate the right to hearing
and appeal of a disapproval as provided by the Insurance Code.
This bulletin does not suspend the applicability of any other
bulletin currently in effect, other than as indicated above.
