How to become licensed as a Non-Resident Surplus Lines Agency

  • The agency must hold a license for Property and Casualty or Accident and Health, and a Surplus Lines license in their home state and be in good standing. The licenses will be verified on the NAIC Producer Database (PDB). The agency must obtain a Non-Resident Property and Casualty or Accident and Health license. It may be applied for prior to applying for the Non-Resident Surplus Lines license or simultaneously.
  • The agency must have a Michigan-licensed Surplus Lines individual producer in good standing affiliated with their agency before a Surplus Lines agency license will be issued.


Submit the following:

  • Application and fee: Effective March 22, 2010, business entity applications and fees must be submitted through the National Insurance Producer Registry (NIPR). The website URL is www.nipr.com. The application will expire six months after OFIR receives it. If you require technical assistance with your submission, contact NIPR customer service at (816) 783-8468.
  • Any “yes” answer to a background question will need to have supporting documentation uploaded to the NIPR Attachments Warehouse.


Note: In lieu of an original letter of certification, our office will rely on verification of applicant’s resident license through the Producer database.
