How to become licensed as a Resident Surplus Lines Agency

  • The agency must hold a license for Property and Casualty or Accident and Health, and be in good standing.
  • The agency must have a licensed Surplus Lines producer in good standing affiliated with their agency before an agency Surplus Lines license will be issued.


Submit the following:

  • Application and fee: Effective March 22, 2010, business entity applications and fees must be submitted through the National Insurance Producer Registry (NIPR). The website URL is www.nipr.com. The application will expire six months after OFIR receives it. If you require technical assistance with your submission, contact NIPR customer service at (816) 783-8468.
  • Applicants structured as a sole proprietorship or co-partnership are required to upload their county clerk filing to the NIPR Attachments Warehouse. OFIR will confirm organizational filings for a corporation or an LLC with the Corporations Division.
  • Any "yes" answer to a background question will need to have supporting documentation uploaded to the NIPR Attachments Warehouse.
