January Jobless Rates Increase Seasonally in Nearly All of Michigan's Regional Labor Markets

March 18, 2010 Seasonally unadjusted unemployment rates rose in 16 of Michigan's 17 major labor market areas in January, according to the Michigan Department of Energy, Labor & Economic Growth.  Total employment declined seasonally in all major regions over the month, while nearly all areas reported reduced labor force levels in January.

"The January 2010 regional jobless rate increases were modest and seasonal in nature, unlike the sharp jobless rate hikes in January 2009 driven by job cuts in manufacturing" said Rick Waclawek, director of the Bureau of Labor Market Information & Strategic Initiatives. "Manufacturing jobs remained stable throughout most regions in January 2010."

From December to January, jobless rate advances in the 16 regions were wide ranging from 0.1 to 1.1 percentage points with a moderate median gain of 0.6 of a percentage point.  The largest over-the-month jobless rate hikes were posted in the Northeast Lower Michigan region and the Northwest Lower Michigan region with seasonal jumps of 1.1 and 0.9 percentage points respectively.  On the low end, very minor unemployment rate increases of 0.1 of a percentage point were recorded in both the Jackson and Ann Arbor Metropolitan Statistical Areas (MSAs).  The unemployment rate in the Lansing-East Lansing MSA was unchanged in January.

From January 2009 to January 2010, all regions recorded substantial jobless rate advances ranging from 1.1 to 4.0 percentage points.  The median increase in this period for all regions was 3.0 percentage points.  Since January 2009, the most pronounced unemployment rate hikes were registered in the Northwest Lower Michigan region, along with the Jackson and Niles-Benton Harbor MSAs, with all three areas up around 4.0 percentage points.  The smallest over-the-year rate gains were posted in the Lansing-East Lansing and Monroe MSAs, up 1.1 and 1.7 percentage points respectively.

Total Employment Down Over Month, Year
Over the month, total employment fell seasonally in all 17 regions with a median decrease of 1.1 percent.  The leading January employment declines were posted in the Battle Creek MSA (-2.3%) and in the Northeast Lower Michigan Region (-2.2%), while the smallest over-the-month percentage reductions were recorded in the Detroit-Warren-Livonia MSA (-0.3%), and the Bay City MSA (-0.4%). 

Since January 2009, total employment dropped in all 17 regions.  Over-the-year declines ranged from 1.7 to 7.0 percent, with an average decrease of around 5.0 percent.

Labor Force Levels Down Over Month, Year
In January, labor force levels fell in 15 of the state's 17 major regions, with a moderate median decrease of 0.8 percent.  Two areas, the Detroit-Warren-Livonia MSA and the Bay City MSA, reported a minor gain over the month in labor force levels.  Between January 2009 and January 2010, labor force levels contracted in all 17 major labor market areas.  Declines were wide ranging over this period, but averaged 1.5 percent.

Payroll Jobs Fall Seasonally in January
The monthly survey of employers indicated that seasonally unadjusted payroll jobs in Michigan fell by 121,000 or 3.1 percent in January to 3,750,000.  Seasonal job cuts were reported in nearly all industry sectors in January.  Major declines were registered in trade, transportation and utilities (-27,000), professional and business services (-22,000), construction (-18,000), education and health services (-18,000), leisure and hospitality services (-15,000) and government (-14,000).  These seasonal job cuts were evident throughout most of the state's metropolitan areas. 

Jobs in retail trade fell statewide by 20,000 in January as merchants cut back employment following seasonal hiring for the holiday season. 

From January 2009 to January 2010, seasonally unadjusted payroll jobs fell statewide by 113,000 or 2.9 percent.  Thirteen of the 14 major metropolitan areas in the state recorded payroll job losses since January 2009.  The Lansing-East Lansing MSA displayed a minor gain in payroll jobs over the year.  Of the 13 metropolitan regions that posted overall job reductions since January 2009, the most pronounced numerical decline was recorded in the Detroit-Warren-Livonia MSA (-82,000).  The largest percentage drops over the year were shown in the Monroe MSA (-5.8%), and both theMuskegon and Jackson MSAs (-5.4% each).

County Jobless Rates Up Over Month, Year
Seventy-six of Michigan's 83 counties recorded mostly seasonal unemployment rate increases over the month, with a median advance of 0.7 percentage points.  Jobless rates declined in January in five counties, while the rates in two counties were unchanged.  In January 2010, 81 of the 83 counties in Michigan reported unemployment rates over 10.0 percent.

From January 2009 to January 2010, unemployment rates rose in all 83 counties, with a substantial median increase of 3.3 percentage points.
