March
19, 2009 – Seasonally unadjusted unemployment rates rose sharply over
the month in all of Michigan's 17 major labor
market areas, according to the Michigan Department of Energy, Labor &
Economic Growth. In January, total employment
levels fell in all regions, while labor force levels declined seasonally in the
majority of areas.
"Typically in Michigan, jobless rates rise seasonally in the winter months. However, this January, many of the rate
increases were fueled by the deteriorating economy" said Rick Waclawek,
director of the Bureau of Labor Market Information & Strategic Initiatives. "Temporary and permanent job cuts in auto-related
manufacturing over the month were substantial."
From December to January, jobless rate increases in Michigan's 17 major
labor market regions ranged from 0.4 to 3.3 percentage points with a median
advance of 1.8 percentage points. In
January, unemployment rates in the state's major regions ranged from 7.3 to
17.0 percent, with 15 of the areas posting rates over 10.0 percent.
Unemployment
Rates Up Substantially in All Regions Over Year
From January 2008 to January 2009,
jobless rates increased in all 17 regions, with sizable jumps ranging from 2.4
to 6.5 percentage points. The average
increase for the various areas was over 4.0 percentage points. The largest over-the-year rate hikes were recorded
in the Monroe, Muskegon-Norton Shores, Flint, and
Holland-Grand Haven Metropolitan Statistical Areas (MSAs). The smallest advances since January 2008 (2.4
to 3.5 percentage points) were posted in the Ann
Arbor and Kalamazoo-Portage MSAs,
along with the Upper Peninsula.
Total Employment Down Over Month, Year
Over the month, total employment fell in all 17 regions with
declines ranging from 1.9 to 3.8 percent and averaging over 3.0 percent.
Since January 2008, total employment dropped significantly in
all 17 regions. The median employment
decrease in this period was a notable 7.0 percent.

Labor Force Levels
Down Over Month, Year
In January, labor force levels declined seasonally in 15
areas and increased slightly in both the Monroe and Lansing-East Lansing MSAs.
From January 2008 to January 2009, labor force levels fell
in all 17 regions by an average of 2.5 percent.
Payroll Jobs Drop Seasonally in Most Sectors
The monthly survey of employers indicated that seasonally
unadjusted payroll jobs in Michigan fell by 187,000 in January to total
3,882,000. Job cuts were recorded in nearly
all major statewide industry sectors. Declines
were posted in professional and business services (-26,000), retail trade
(-25,000), construction (-16,000), leisure and hospitality services (-15,000), government
(-12,000), and education and health services (-9,000). These cuts were, for the most part, seasonal
and were evident throughout most metropolitan areas in the state.
A 65,000 drop in manufacturing was not typical for January
and reflected both short-term and permanent layoffs, mostly in the auto
industry. The short-term auto layoffs
were due to an extended holiday shutdown period into January. The Detroit-Warren-Livonia, Flint, Lansing-East Lansing, and
Saginaw-Saginaw Township North MSAs reported the
largest over-the-month manufacturing job reductions.
From January 2008 to January 2009, seasonally unadjusted payroll
jobs fell statewide by 264,000 or 6.4 percent. All of the 12 major metropolitan areas in the state recorded significant
payroll job declines since January 2008. The most prominent over-the-year metropolitan job losses were recorded
in the Detroit-Warren-Livonia (-142,000), Grand Rapids-Wyoming (-19,000), Flint (-8,000), Lansing-East Lansing (-8,000),
and Holland-Grand-Haven (-8,000) MSAs.
Over the year, manufacturing, professional and business
services, retail trade, and construction jobs were down in all metropolitan
areas, while jobs in health services were steady or up in nearly all metro
areas since January 2008.
County Jobless Rates Up Over Month, Year
Seventy-eight of Michigan's 83 counties recorded unemployment
rate increases over the month, with a significant median advance of nearly 2.0 percentage
points. In January, 74 of the state's
counties recorded jobless rates above 10.0 percent. Thirty-three counties reported unemployment
rates above 15.0 percent.
From January 2008 to January 2009, unemployment rates were
up in all 83 counties, with a considerable median jump of 4.8 percentage
points. The smallest over-the-year
increases were around two full percentage points, with the largest nearly 10.0
percentage points.

previously released Michigan seasonally adjusted data.

estimates for Michigan and its 17 major labor market areas
follows, along with a listing of county jobless rates for January.
