CIS Suspends Indiana Veterinarian's License Due to Convictions

FEBRUARY 7, 2002 - The Michigan Department of Consumer & Industry Services (CIS) has summarily suspended the veterinarian license of Brian Gregory Biggers, D.V.M., due to four felony counts of Theft in the state of Indiana. The CIS Bureau of Health Services orders a summary suspension when it believes the public’s health, safety and welfare warrant emergency action.  Additionally, Biggers failed to report the convictions to the Department as required by the Public Health Code. 

Biggers’ felony convictions were based, in part, on Biggers providing to clients handwritten bills for veterinarian services provided, cashing the client’s check, then preparing a new handwritten bill for a lower amount and submitting the lowered bill to his employer.  Biggers then diverted the difference between the original and the second bill.  As a result of Biggers’ convictions, the Indiana Board of Veterinary Medical Examiners placed Biggers on indefinite probation.

On January 31, 2002, Biggers’ license to practice as a veterinarian was summarily suspended pursuant to the Public Health Code, which provides for the mandatory summary suspension of a health professional’s license upon conviction of a felony.  An administrative hearing will be scheduled to address the status of Biggers’ suspended veterinarian license.
