CIS Summarily Suspends the Family Day Care Home Registration of Yolanda Vaughn; Investigation Uncovered Serious Risk to Children at the Facility

DECEMBER 15, 2000 -  The Michigan Department of Consumer & Industry Services (CIS) Bureau of Regulatory Services has issued a summary suspension order and an intent to revoke action to Kent County Family Day Care Home Registrant, Yolanda Vaughn, of 4600 Whitneyville Rd., Ada. The order requires Mrs. Vaughn to immediately cease providing care to children effective 6:00 P.M. on Friday, December 15, 2000. These actions are the result of a recent complaint investigation of the facility.

 

Under Michigan statute, a Family Day Care Home is defined as "a private home in which 1 but fewer than 7 minor children are received care and supervision for periods of less than 24 hour a day, unattended by a parent or legal guardian, except children related to an adult member of the family by blood, marriage, or adoption. Family day care home includes a home that gives care to an unrelated minor child for more than 4 weeks during a calendar year."

 

The December 13, 2000 findings of the ongoing complaint investigation found that:

 

Mrs. Vaughn’s husband and teenage son had confessed to inappropriately touching several female foster children, who had been placed in the care of Mr. and Mrs. Vaughn.

 

Mrs. Vaughn was aware of the inappropriate behavior towards the foster children and did nothing to protect the children or to safeguard them from harm.

 

The Summary Suspension order requires the registrant not to operate a family day care home at 4600 Whitneyville, Ada, Michigan or at any other address or location effective 6:00 P.M. December 15, 2000. Children are not to be received for care after that date or time.

 

An Administrative hearing regarding the Department’s suspension and revocation action will be scheduled.

 

Yolanda Vaughn has held a certification registration to operate a family day care home since December 6,1999.

The certificate was for the care for 6 children, aged birth to 14 years.
