CIS Summarily Suspends Niles Nurse's License For Substance Abuse

NOVEMBER 21, 2000 - The Michigan Department of Consumer & Industry Services (CIS) has summarily suspended the licensed practical nurse license of Carmen Beverly Curtis, L.P.N. due to substance abuse involving controlled substances. The CIS Bureau of Health Services orders a summary suspension when it believes the public’s health, safety and welfare warrant emergency action. Curtis has an extensive history of substance abuse and misdemeanor convictions, including two drinking and driving convictions. Curtis failed to report the two convictions to CIS as required by the Public Health Code.

 

In May 2000, Curtis was referred by her employer to the Health Professional Recovery Program (HPRP), a non-disciplinary monitoring program that supports recovery from substance abuse, chemical addiction and mental illness. Enacted legislatively in 1994, the HPRP encourages health professionals to address their problems before their impairment harms a patient or damages their careers. When Curtis failed to take the necessary steps to enter into a non-disciplinary monitoring agreement, the HPRP closed her file and submitted it to the Department.

Upon receiving information that Curtis failed to follow the requests of the HPRP and was convicted of substance abuse-related misdemeanors, CIS summarily suspended her license. An administrative hearing will be scheduled to address the status of Curtis’ suspended nursing license.
