CIS Summarily Suspends Bay City Chiropractor's License For Substance Abuse

NOVEMBER 21, 2000 - The Michigan Department of Consumer & Industry Services (CIS) has summarily suspended the chiropractic license of John P. Basler, D.C. due to substance abuse. The CIS Bureau of Health Services orders a summary suspension when it believes the public’s health, safety and welfare warrant emergency action.

In 1998, and again in 1999, Basler was convicted of Operated Under the Influence of Liquor. Basler failed to report the 1998 and 1999 convictions to CIS as required by the Public Health Code.

In June 17, 1999, Basler entered into a monitoring agreement with the Health Professional Recovery Program (HPRP), a non-disciplinary monitoring program that supports recovery from substance abuse, chemical addiction and mental illness. Enacted legislatively in 1994, the HPRP encourages health professionals to address their problems before their impairment harms a patient or damages their careers.

In October 1999 and April 2000, Basler agreed to additional terms of the HPRP non-disciplinary monitoring agreement, but he was unsuccessful at following the treatment recommendations. As a result, the HPRP forwarded his file to CIS, which summarily suspended his chiropractic license. An administrative hearing will be scheduled to address the status of Basler’s suspended chiropractic license.
