CIS' Update of the Clara Barton Terrace Convalescent Home in Flint

Contact:  Maura Campbell 517.373.9280
Agency: Licensing and Regulatory Affairs

NOVEMBER 12, 1999 - For more information contact the Michigan Department of Consumer & Industry Services (CIS) Bureau of Health Systems.

1.  The three boilers at the home were last inspected on November 14, 1998.  No leaks were detected.  Two boilers were made by Raypack, one was built in 1993 and the other in 1986.  The third boiler was made by National RAD and was built in 1963.  (Note: we do not have the detail on the last inspection since this was conducted by an insurance company inspector.)

2.  The owner of the nursing home, Gerry Baker, owns three Michigan nursing homes including Greenbrook Manor in Monroe and Maplewood Manor in Clio in addition to Clara Barton which he took over a couple of weeks ago.  His representative, Andy Rothman would be the best source for number of staff and payroll.  His number is 248.362.9699.  Our staffing figures really reflect whether or not a facility has the right staff ratios when we conduct an unannounced survey or complaint investigation.

3.  The last unannounced nursing home survey was conducted on September 23, 1999 and a plan of correction for the deficiencies was received on October 15, 1999.  Overall, citations were of a less serious nature than in the 1998 survey.

4.  Updated information from the site: an arrangement has been made with the Arson Investigator to allow our team to enter and get personal items including trust monies in the facility safe.  The residents have been visited at the 11 different area nursing home facilities where they were placed and all are doing well.  The owner has arranged for counseling services to be available to families, residents and employees.  The arson investigation should be completed tonight.  There are no decisions made yet on rebuilding.  The owner has hired security for the facility since it is open.  The medical records were collected and have been delivered.  CIS is monitoring receiving facilities to ensure they are capable of meeting needs.  Red Cross has provided clothing.  Representatives of the facility have promised to keep us informed of developments.  Furthermore, staff from Clara Barton visited residents at their new facilities which also has been helpful.
