This bill would add exceptions to the definition of the term ‘public employee'. An executive, as defined by the Employment Relations Commission, would not be considered a public employee. A public school administrator would also mot be classified as a public employee. A public school administrator includes a superintendent, assistant superintendent, chief business official, principal, assistant principal, or other person whose primary responsibility is administering instructional programs of a school district.

In addition, the definition of ‘public school academy' would be expanded to include strict discipline academies.
