The Licensing and Certification Division is responsible for state licensing, and acts as the State Agency for federal certification, of inpatient psychiatric hospitals/units and partial psychiatric hospitalization programs within the State of Michigan.

Complaint Investigations: Reporting allegations of improper care treatment, abuse or fraud may be verbal, in writing, or anonymous by calling the Bureau of Health Systems' hotline number 1-800-882-6006 or by faxing to (517) 241-0093.
Application Process

New Psychiatric Inpatient Programs: Applicants must first secure Certificate of Need (CON) approval to initiate a psychiatric inpatient program. More information on the CON program can be found at www.michigan.gov/con. Applicants that have received CON approval must also submit the Psychiatric Program License Application form and receive department approval prior to start of operations.
- New Psychiatric Partial Hospitalization Programs: Applicants must submit the Psychiatric Program License Application form and receive department approval prior to start of operations.
- License Renewal: Psychiatric inpatient hospital/unit and partial hospitalization program licenses must be renewed every two years based on the initial license date. Applicants must submit the Psychiatric Program License Application form approximately two months before the license expiration date.
- Application Fees: Do not attach license fees to application packet. A license fee transmittal letter with an invoice for both initial and renewal licenses will be sent to a license applicant 30-45 days before the proposed date of initial licensure or renewal. The fee is based on an application fee of $600.00 plus a charge of $7.50 per licensed bed or treatment position. The fee should be appended to the received invoice and sent to the address specified in the license fee transmittal letter. An initial or renewal license will only be issued after receipt of the applicable license fee payment.
