The Administrative Services Division (ASD) is responsible for the bureau's budget, fees, internal controls, personnel oversight, performance reporting, document management, promulgation of administrative rules, legislation, publication of the bureau's newsletter, training approvals, Freedom of Information Act Requests, and providing administrative support to the bureau's administration staff and its boards and commissions.

The Boiler Division is responsible for the administration and enforcement of the Michigan Boiler Code which includes conducting inspections of boiler installations and repairs and in-service inspections of existing boilers. The division also investigates boiler accidents and violations of the Michigan Boiler Code and assures proper boiler permits have been issued.

The Building Division is responsible for the administration and enforcement of the Michigan Building Code and the structural provisions within the Michigan Residential Code by performing inspections and issuing certificates of occupancy. The division also follows up on violations of the Michigan Building Code and assures proper building permits have been issued.

The Compliance Division reviews and investigates complaints against electricians, mechanical contractors, plumbers, boiler and elevator licensees, mobile home parks and dealers, local governmental code enforcing agencies, and alleged non-compliance to barrier free design requirements.   • The Bureau does not title mobile homes. For information regarding Certificates of Mobile Home Ownership (titles), contact your local branch of the Office of the Secretary of State or call 1-888-767-6424.

  • Complaints regarding mobile home manufacturers and installers should be directed to the U.S. Department of Housing and Development (HUD).

The Electrical Division is responsible for the administration and enforcement of the Michigan Electrical Code and the electrical provisions of the Michigan Residential Code by conducting inspections of electrical wiring and installations. The division also follows up on violations of the Michigan Electrical Code and assures proper electrical permits have been issued.

The Health Facilities Engineering Section is responsible to ensure the safe, efficient and effective delivery of healthcare through the review and oversight of healthcare construction and modernization projects; participation in surveys and inspections of healthcare facilities; oversight of private sewage systems at healthcare facilities; and serves as consultants on issues related to the physical plant and sewage disposal systems at healthcare facilities.

The Licensing Division is responsible for determining eligibility of examinees, licensure and registration issuance, and renewals of registrations and licenses under the purview of the Bureau. The division is also responsible for annual inspections of mobile home parks, the delegation of plan review and inspection authority for schools, and requests for assistance from local enforcing agencies.

The division also follows up on violations of the Michigan Mechanical Code and assures proper mechanical permits have been issued.

The Office of Land Survey and Remonumentation (OLSR) ensures an orderly and consistent review of subdivision plats, conducts final review of subdivision plats, administers the statewide program of monumenting and remonumenting the original U.S. government public land survey corners, reviews petitions for the State Boundary Commission, and affixes mobile homes to real property.

The Plan Review Division is responsible for the review of boiler, building, electrical, elevator, mechanical, and plumbing plans. Additionally, the division reviews all barrier free design exception requests and mobile home park (MHP) plans as well as issues MHP permits to construct. Premanufactured unit plans and manufacturer compliance assurance manuals are also reviewed by the division. Plan reviews can be submitted online at: https://aca3.accela.com/lara/.
