Meet the Michigan Liquor Control Commissioners

Chairman Andrew Deloney Chairman Andrew J. Deloney
Andrew J. Deloney was appointed as an Administrative Commissioner to the Michigan Liquor Control Commission on June 10, 2011 for a term that expires on June 12, 2015. Prior to this appointment Deloney served as vice president of public affairs for the Michigan Restaurant Association, a position he held since 2003. Before that, he was the assistant state director for Michigan's arm of the National Federal of Independent Business. Andy also previously served as a legislative assistant in the Michigan House of Representatives. Deloney earned a bachelor's degree in political science with a concentration in public service from Albion College.

Commissioner Teri L. Quimby

 

 

Commissioner Teri L. Quimby
Teri L. Quimby was appointed as an Administrative Commissioner for the Michigan Liquor Control Commission on June 23, 2011, for a term expiring June 12, 2015. Teri has extensive experience in state and local government; she was elected to and served on the Delta Charter Township Board of Trustees, near Lansing, where she also served on the township's Zoning and Sign Boards of Appeal. Teri is licensed to practice law in Michigan and Illinois. She is a trained mediator for civil, domestic and special education disputes. Teri worked for a number of years for the Michigan House of Representatives where she was involved in numerous issues and legislation involving, but not limited to, the Commerce Committee, Energy & Technology Committee and Environment Committee.

Commissioner Donald Weatherspoon

 

 

 

Commissioner Donald Weatherspoon
Donald B. Weatherspoon, Ph.D. was appointed as an Administrative Commissioner for the Michigan Liquor Control Commission on May 7, 2007, for a term expiring June 12, 2014. He is one of three Administrative Commissioners who hold licensing, administrative, and penalty hearings related to the sale and distribution of wine, beer and spirits in Michigan. Prior to his appointment, Dr. Weatherspoon served as the Special Assistant to the Director of the Michigan Department of Corrections. He has also served as Chief Deputy Director of the Family Independence Agency, Assistant Superintendent for the Michigan Department of Education, Director of the Division of Budget Review for the Maryland General Assembly, Deputy Director for Administration in the Department of Natural Resources, as well as a Research Associate at the Eagleton Institute of Politics at Rutgers University. Additionally, he served as an Adjunct Associate Professor for the School of Criminal Justice at Michigan State University for 21 years. Dr. Weatherspoon's extensive experience in several Michigan governmental agencies includes oversight of special initiatives, oversight of regulatory functions, oversight of Administrative Law, supervision of strategic planning development, budget and planning, and supervisory responsibility for various other state agency functions. Dr. Weatherspoon holds a bachelor's degree in Police Administration from Michigan State University, a master's degree in Early Childhood Education from Eastern Michigan University and a Ph.D. in General Education Administration from the University of Michigan. 

Commissioner Collen Pobur 

Commissioner Colleen A. Pobur
Colleen A. Pobur was appointed as a Hearing Commission to the Michigan Liquor Control Commission on July 17, 2008 for a term that expires June 12, 2012. Prior to her appointment Pobur served as Vice President of Strategic Public Affairs where she represented a variety of clients on federal and state issues and sought public funding for their key projects while advising them on political strategy. Pobur holds a bachelors and masters degree from the University of Michigan.

Commissioner Edward J. Gaffney  Commissioner Edward J. Gaffney
Edward J. Gaffney was appointed as a Hearing Commissioner to the Michigan Liquor Control Commission on January 16, 2009 for a term that expires on June 12, 2012. Prior to his appointment Gaffney served in the State House representing Michigan's 1st State House District from 2003 to 2008. Under the term limits provisions of Michigan's Constitution, Gaffney was barred from seeking re-election in 2008. Gaffney holds a bachelor's degree from Eastern Connecticut State University, a master's of history from Michigan State University, a law degree from Thomas Cooley Law School and a master's of law degree from Wayne State University.
