Office of Regulatory Reinvention Appoints Members to the Rulemaking Process Advisory Rules CommitteeAugust 23, 2012 - Today the Office of Regulatory Reinvention (ORR) appointed twelve people to the Rulemaking Process Advisory Rules Committee. The Advisory Rules Committee (ARC) will assist in reviewing Michigan's regulatory processes, in order to satisfy Gov. Rick Snyder's requirement that the ORR perform a systematic review of all rulemaking processes in Michigan. This review was outlined in section III of Executive Order 2011-5.
"The impact of regulations and rulemaking processes on Michigan's competitiveness with other states cannot be ignored," said Steven H. Hilfinger, Michigan's Chief Regulatory Officer and director of the ORR. "An efficient regulatory structure is important to attract economic development in Michigan. We are fortunate to have such a talented and esteemed group of people take the time to volunteer to look at our state's rulemaking processes."
LARA and ORR Deputy Director Rob Nederhood will chair the committee.
The ARC will function for 120 days after formation, unless that date is extended by the ORR. The ARC will issue a report to the ORR containing advisory recommendations upon the completion of its work. Ultimately, the ORR will submit its findings and recommendations to Governor Rick Snyder, based in part on the ARC reports.

The ORR has already created seven other ARCs: Inspections & Permitting, Natural Resources, Liquor Control, Occupational Licensing, Insurance & Finance, Environmental and Workplace Safety. Additional ARCs will also be formed in the future, to address other areas of regulation, according to Hilfinger.
In addition to forming ARCs, the ORR provides interested parties with the opportunity to share their perspectives on the regulatory environment, including inviting the submission of comments online at michigan.gov/orr.
