Categories of Nursery Licenses and License Fees

There are two basic categories of licenses issued in Michigan: Dealer and Grower Licenses

Dealer Licenses
These are licenses to sell nursery stock or herbaceous perennials that have been obtained from a grower or other wholesale source. No inspection of the stock is required, as it already has been inspected at the source.  Dealer Licenses are issued to those who resell or reship, but do not grow or produce nursery stock. Examples include landscapers, garden centers and tree movers.

Nursery Stock
Dealer License
Covers the sale, by other than the grower, of propagated or wild, hardy perennial or biennial trees, shrubs or vines, or other nursery stock, including rose bushes, and for LANDSCAPERS planting or transplanting stock types listed above.

$100 fee

Nursery Stock
Dealer Market
License
Same as Nursery Stock Dealer, but operating off the licensed premises, e.g. roadside market, farmers market, craft shows, from a truck or other vehicle.

$100 fee

Plant Dealer
License
Covers the sale by other than the grower, of hardy soft-stemmed flowering plants, small fruit plants, rhubarb and asparagus, or hardy bulbs. It does not cover the sale of rose bushes. A plant dealer license is not required if you hold a Nursery Stock Dealer License.

Plant Dealer
Market License
Same as Plant Dealer, but operating off the licensed premises, e.g. roadside market, farmers market, craft shows, from a truck or other vehicle.

Grower Licenses
The first time through the process, a grower must contact Mike Bryan, MDARD Nursery Program Manager at (517) 241-2977 or Email to request an inspection. After an inspection report is written up, the grower will be issued a license by the licensing staff in Lansing. In subsequent years, annual inspections will be done by MDARD automatically. Renewal notices will be sent out by the Central License Unit.

(Grower) License
For growers of propagated or wild, hardy perennial or biennial trees, shrubs or vines, or other nursery stock, including rose bushes.

(Grower) Market
License
For nursery stock growers of propagated or wild, hardy perennial or biennial trees, shrubs or vines, rose bushes or other nursery stock and who operate off the licensed premises.  Examples of off premise location: roadside market, farmers' market, craft shows, a truck or other vehicle.

$100 fee

Plant Grower License For growers of herbaceous perennials including hardy soft-stemmed flowering plants, small fruit plants, rhubarb and asparagus, or hardy bulbs. It does not cover the sale of rose bushes.

Plant Grower
Market License

The same as a Plant Grower License, but operating off the licensed premises, e.g. roadside market, farmers market, craft shows, from a truck or other vehicle.

Small-Scale
Grower License

For growers with less than 200 square feet of utilized greenhouse growing space or less than 1/4 acre of nursery stock.  Requires evaluation by MDARD inspector.

$40 fee

Small-Scale Grower
Market License

Same as Small Scale-Grower but operating off the licensed premises, e.g. roadside market, farmers market, craft shows, from a truck or other vehicle.  Requires evaluation by MDARD inspector.

$40 fee
