    Operational Services and Central Licensing

    The Operational Services and Central Licensing Division administers business processes for the Michigan Department of Agriculture, including procurement, office services and mail and delivery services.

    The OSCL coordinates and oversees the fiscal data needed to assure the timely, accurate and efficient use of MDARD resources.  OSCL educates department staff and customers on actions needed to secure compliance with financial rules, regulations and good business practices.

    Central Licensing Unit / Customer Service Unit:

    Central Licensing Unit
    - This unit is newly formed as a result of a process improvement project within MDA RD to provide customers with a single point of contact for licenses issued by the department.  It currently provides licensing for food service and handler establishments, as well as Bottled Water and Water Dispensing registration, Nursery, Retail Motor Fuel licenses, and Animal Industry Division, and the Pesticide and Plant Pest Management Division. 

    Services provided include renewal preparation, license issuance, providing customer assistance, tracking fees (to include late fees) and liaison with the state's new business portal, Michigan One Stop.

    Customer Service Center
    Employees provide first point of contact to all incoming department telephone calls, providing consistent, effective, and efficient customer service.  Additionally, these employees provide administrative licensing support to the Central Licensing Unit, and business process support to the entire department.

    Business Process Review and Technology:  This unit covers a variety of technology and business process review functions, including:
    - Managing the department-wide license consolidation project, including 44 license applications.
    - Serve as Michigan Business One Stop agency lead and MDARD agency One Stop expert.
    - Chair the department's Information Technology Advisory Committee.
    - Department Liaison to the Department of Information Technology.
    - Project management of State and department IT projects.
    - Ensures compliance with DIT Service Level Agreement.
    - Serve agency security and privacy officer roles.
    - Oversee collection of department biennial assessment data.
    - Serve as certified Business Process Review coordinators for the LEAN process improvement methodology.
    - Maintain department IT inventory.

    Resource Development: This unit assists MDA divisions in the formulation of long range fiscal plans consistent with the department's strategic plan.  Services are provided to the department through oversight of MDA's state and federal budgets, and the allotment of appropriations.

    Office Services: This unit coordinates services for office space both in State and leased facilities.  They also manage the mail services, print and graphic services, inventory management, agency telephone system, records management, and agency fleet coordinator..

    Procurement, Grants and Fiscal Stewardship:  This unit assists program areas to acquire a large array of commodities and services needed within the Department.  They also facilitate grant and contract processing in the Department.  They also manage the department's procurement card system, are responsible for insuring a fiscal monitoring system is in place, and coordinate the department's output management services program.
