The Michigan Department of Career Development (MDCD) today announced the award of $119,170,483 in funding to Michigan Works! agencies for Work First in fiscal year 2004.
Within this award, $33,692,639 will be allocated for Temporary Assistance for Needy Families; $61,830,608 for Reed Act; $15,764,824 for Welfare to Work; and $7,882,412 for General Funds/General Purpose for the operation of Work First. The goal of Work First is to assist clients to obtain employment which eliminates the need for cash public assistance, and which reduces or eliminates the need for non-cash public assistance.
Since the inception of Work First on October 1, 1994, the program has successfully helped reduce the number of Michigan cash public assistance, or Family Independence Program, cases from 205,602 in 1994 to 63,633 in 2002.
The Michigan Department of Career Development is the state government agency charged with providing the skilled workforce Michigan needs to enhance and maintain its economy. To this end, the state’s career and training development agency is working with employers, K-12 schools, community colleges, and local Workforce Development Boards to develop a comprehensive career development system. All MWAs were limited to a reduction of no more than 5%.

|
|
|
All MWAs were restricted to a gain of no more than 15%.

FY 2004 Welfare-to-Work and GF/GP Funds distribution based on:

|
|
|
1. Poverty in excess of 7.5% of the total population (50%), and
|
|
|
|
2. Adults receiving assistance under TANF for at least 30 months (50%).
