    Foreign Labor Certification
    Purpose:
    The purpose of this program is to assist employers in filling personnel needs that cannot be met with U.S. workers, while protecting U.S. workers from competition from low-wage foreign workers.

    Foreign Labor Certification Changes Effective January 1, 2010.
