Non-Custodial Parent Program

The WtW Program is designed to provide employment and training services to the hardest-to-serve Temporary Assistance for Needy Families (TANF) cash assistance recipients, Non-Custodial Parents (NCPs) of TANF-eligible children, and youth who were in foster care when under age 18.

 

Description
All 25 local Michigan Works! Agencies (MWAs) are eligible to operate the WtW Programs throughout the state, contingent on available local match funds. The WtW funds are used to provide job search services, education and training programs, and employment-related supportive services such as transportation allowances, uniforms, tools, and automobile repairs.

 

Eligibility
Eligible individuals include those receiving Family Independence Program cash assistance; NCPs who are referred by the Friend of the Court, who have child support arrearages, or who are in imminent danger of becoming in arrears on their child support payments due to the lack of employment or being underemployed; and youth who were in foster care when under age 18.

 

Procedure
The Department of Labor & Economic Growth (DLEG) appropriates federal WtW funds to the MWAs for the operation of their WtW Programs. The local MWAs must submit annual plans to the MDCD for approval. Funds are allocated on an annual basis starting in October of each year.
