Freestanding Surgical Outpatient Facilities/Ambulatory Surgical Centers (FSOFs/ASCs)

Freestanding Surgical Outpatient Facility (FSOF)
A freestanding surgical outpatient facility (FSOF) is defined as a facility, other than the office of a physician, dentist, podiatrist, or other private practice, offering a surgical procedure and related care that in the opinion of the attending physician can be safely performed without requiring overnight inpatient hospital care.

Hospital outpatient surgery departments physically located within the hospital are normally included within the hospital license and the Medicare/Medicaid certification of the hospital itself

Ambulatory Surgical Center (ASC)
An ambulatory surgical center is defined as a distinct entity that operates exclusively for the purpose of providing surgical services to patients not requiring hospitalization and has an agreement with the Centers for Medicare and Medicaid Services (CMS) to participate in Medicare.

Accrediting Organizations
Ambulatory Surgical Centers accredited by one of the following programs are deemed to comply with the Medicare Conditions of Participation (CoP). Participation in an accreditation program is voluntary. See Federal Register/Vol 67, No. 226 and State Operations Manual (SOM), Appendix L for ASCs.

The Bureau does not have the authority to investigate disputes that pertain to fees for service or for private insurance coverage.
