Definitions
● "Mental hospital" or "psychiatric hospital" means a freestanding establishment which offers inpatient services for the observation, diagnosis, active treatment, and overnight care of persons with a mental disease or with a chronic mental condition who require daily direction or supervision of physicians and mental health professionals who are licensed to practice in this state.
● "Psychiatric partial hospitalization program" means a nonresidential treatment program that provides psychiatric, psychological, social, occupational, nursing, music therapy, and therapeutic recreational services under the supervision of a physician to adults diagnosed as having serious mental illness or minors diagnosed as having serious emotional disturbance who do not require 24-hour continuous mental health care, and that is affiliated with a psychiatric hospital or psychiatric unit to which clients may be transferred if they need inpatient psychiatric care.
● "Psychiatric unit" means a unit of a general hospital that provides inpatient services for individuals with serious mental illness or serious emotional disturbance. As used in this subsection, "general hospital" means a hospital as defined in Section 20106 of the Public Health Code, 1978 PA 368, MCL 333.20106.

Provider Information
Initial Application Process
● New Psychiatric Inpatient Programs
Interested applicants must first secure a Certificate of Need (CON) approval to initiate a Psychiatric Inpatient Program. The link, Filing a CON Application, provides all necessary information needed to understand the initial application review. Applicants that have received CON approval should complete the Bureau of Health Systems' license application (BHS-LC-820), attachments and the appropriate license fee at least 30 days prior to the projected start date of the approved new psychiatric program.
● Psychiatric Partial Hospitalization Programs
Applicants interested in starting a Psychiatric Partial Hospitalization Program should submit the Bureau of Health Systems' license application (BHS‑LC‑20), attachments and the appropriate license fee at least 90 days prior to the projected start date of the approved new psychiatric program.
License Renewal
Psychiatric Inpatient Unit and Psychiatric Partial Hospitalization Program licenses must be renewed every two years based on the initial license date. The application (BHS-LC-820) and attachments may be downloaded from this website, completed and mailed along with the renewal fee to the Bureau of Health Systems approximately two months before the license expiration date, to allow time for processing.
Application and Fees
An applicant for a license or renewal of a license shall submit to the department with the application form a license fee of $600.00 plus $7.50 per patient bed or treatment position. Checks should be made payable to the State of Michigan.
