ARRA Byrne JAG Recovery Act letter was sent to criminal justice colleagues on March 9, 2009. The Michigan Automated Grant Information Connection (MAGIC) opened to receive grant applications at 8:00 a.m. (ET) on April 13, 2009 and closed at 5:00 p.m. (ET) on May 14, 2009.

For Agencies Awarded State of Michigan ARRA Byrne JAG Funding:
If a jurisdiction was eligible for $100,000 or greater direct from the Bureau of Justice Assistance (BJA), and were also applying for funds from our office, the jurisdiction was required to partner with at least two other agencies in their jurisdiction that were not receiving direct funding from BJA in order for their application to be considered. These applications were to include highly targeted efforts to reduce a specific increase in crime or criminal activity within that jurisdiction.
In order to submit an application in MAGIC, all applicants were required to supply their Dun & Bradstreet (DUNS) number and certify that their entity/organization was registered with the U.S. Federal Government via the Central Contractor Registration (CCR) website.
All awards were subject to the availability of appropriated funds and any modifications or additional requirements that may be imposed by law. Applicants were advised that awards under the Recovery Act would be one-time awards and accordingly should propose project activities and deliverables that could be accomplished without additional grant funding.
Required quarterly progress reports are now prepared by the grantee through the Bureau of Justice Performance Measurement Tools (PMT) web site. Mandatory submission dates are adamently enforced due to federal reporting guidelines. Grantees are required to attach a PDF of their PMT submission to their MAGIC grant within 20 days after the end of each quarter. A link to the PMT website is below:

All requests for personnel must describe if funding will:
create a new position
restore a previously funded position (including positions that were being removed from the budget)
increase the status of a current position (from part time to full time)
add overtime hours not previously funded to a position
Applicants who received funding under the Recovery Act were advised that they must be able to provide data that measure the results of their work. Two objectives of the Recovery Act are: preserving jobs and creating jobs. Therefore, performance measures will be based on the number of jobs saved and created (by type) due to Recovery Act funding.
